Why corruption taking place despite salary rise, HC asks

An anti-graft campaign group report concluding that salary rises left little impact on checking corruption has seemed to have drawn the High Court's attention as one of its benches on Monday questioned why corruption and bribery are taking place among government officials despite making their salary and other facilities double.

Corruption must be eradicated from the country anyway, the bench of Justice MD Nazrul Islam Talukdar and Justice KM Hafizul Alam also observed while hearing a suo moto rule over the legality of the government inaction to stop running vehicles without fitness on the roads.

In a report published on Sunday, Transparency International Bangladesh (TIB) said that salary hike has hardly made any visible progress in checking corruption among the government officers and staff members.

The study titled 'Integrity in public administration: policies and practices', which was unveiled at a press conference in the TIB headquarters in Dhaka city on Sunday, also quoted a former finance minister on March 29 during the anti corruption week as saying, "Salary hike didn't help decline in corruption."

The study also presented a set of recommendations including the amendment to some laws, ensuring transparency in recruitment and promotion, and formulating the 'Career Development Plan' suitable for respective cadres.

In the 'Government Employment Act, 2018', the provision for taking permission to arrest civil servants has to be abolished and other risky clauses such as 6 (1) and 45 have to be amended, it suggested.

The government announced the eighth national salary scale in 2015, one of the major aims of which was to reduce corruption in that a large number of government officers and staff members resort to corruption due to their meagre salary.
