Cabinet body smells rat in proposals on procuring curtains for nuke plant, tabs for census

The cabinet committee on government purchase Wednesday sent back two proposals -- one on buying curtains for residential buildings at the Rooppur Nuclear Power Plant Project (RNPPP) site -- asking for retendering to clear certain opacity.

Officials said the committee sent back the proposals finding some "inconsistencies" in the tender process.

The other proposed public purchase requiring retender is on buying tablet computers for census project.

"We have sent back the proposals for re-tender," committee chairman and finance minister AHM Mustafa Kamal told newsmen after a virtual meeting.

At the meeting, a proposal was placed to buy and set up curtains for 196 units of one 20-storey building and one 16-storied building at Green City Residential Complex of the Rooppur Nuclear Power Plant.

In the proposal, the total cost was mentioned at Tk 46.759 million which means curtains for each unit of the building will cost Tk 238,570.

Earlier, there were a few scams involving the purchase of certain items by the RNPPP.

The Bangladesh Bureau of Statistics (BBS) placed a proposal for buying 395,000 tablet computers for collecting information for census 2021 at a cost of Tk 5.487 billion from local company Fair Electronics Ltd.

Another bidder for the procurement proposal -- Walton Digital Industries Ltd -- was found technically non-responsive, according to officials, but offered the lowest price.

However, the committee sent back the proposal for tendering over again.

The public purchase body in its meeting approved four proposals for procuring solar-home systems (SHSs), books for the National Curriculum and Textbook Board (NCTB), and urea fertiliser.

Under an approved proposal Bangladesh Machine Tools Factory Ltd will supply 40,000 SHSs and 2,500 solar-community systems in the three hill districts -- Khagrachhari, Rangamati, and Bandarban.

The procurement will cost the exchequer Tk 2.04 billion. The Chittagong Hill Tracts Development Board will distribute the SHSs and the solar-community systems free of cost.

The distribution of SHSs is part of the government effort to provide electricity to all across the country, said the finance minister.

Under another approved proposal the NCTB will buy 16.83 million books for secondary level from six bidders at a cost of Tk 593.68 million.

The meeting also approved procurement of 30,000 tonnes of bulk prilled urea fertiliser from Muntajat, Qatar, at a cost of Tk 1.176 billion and another 30,000 tonnes of bulk granular urea fertiliser from Saudi Basic Industries Corporation (SABIC) at Tk 1.174 billion.
