No manual tendering from July 1

To ensure full implementation of electronic Government Procurement (e-GP) in line with the Public Procurement Act, there will be no further scope for conducting manual tenders from July 1, 2026.

SM Moin Uddin Ahmed, Chief Executive Officer (Secretary) of the Bangladesh Public Procurement Authority (BPPA), said this during a national workshop on procurement post review held at the BPPA conference room on Tuesday.

He said if any tender process is initiated manually before July 1, 2026, the remaining stages of that tender process will also continue manually, said a press release.

However, from July 1, 2026 onwards, the BPPA will no longer allow offline tendering, he added.

Since the Public Procurement (Amendment) Ordinance, 2025 came into effect on 28 September, 2025, the use of e-GP has been mandatory for all public procurement activities.

The gazette of the Public Procurement (Amendment) Act, 2026, ratifying the Ordinance into the law was published on 10 April, 2026.

The BPPA so far has allowed manual tenders upon application of organizations for waiver from using e-GP due to various limitations faced by Procuring Entities (PEs).

The CEO noted that no further applications seeking exemption from e-GP would be approved after June 30, 2026.
