ADP implementation 14.51pc in first four months

The implementation rate of the Annual Development programme (ADP) during the July-October period of the current fiscal year (FY18) reached 14.51 per cent with an expenditure of Tk 238.15 billion.

The ADP implementation rate during the July-October period of the last fiscal year, however, was 13.60 per cent with an overall expenditure of Tk 167.72 billion.

According to the latest statistics provided by the Implementation Monitoring and Evaluation Division (IMED) of the Planning Ministry, of the overall expenditure of Tk 238.15 billion for the July-October period of the current fiscal year, Tk 115.55 billion were spent from the GoB fund with an implementation rate of 12.10 per cent, Tk 111.19 billion were spent from project assistance with an implementation rate of 18.40 per cent while remaining Tk 11.42 billion were spent from the organisation's own fund with an implementation rate of 14 per cent.

The IMED figures showed that out of the overall expenditure of Tk 167.72 billion during the period of the last fiscal year, Tk 101.24 billion were spent from the GoB portion (14.32 per cent), followed by expenditure of Tk 48.61 billion (12.15 per cent) from project assistance while the rest of the expenditure of Tk 17.88 billion (14.14 per cent) from the organisation's own fund.

Among the highest allocated top 10 ministries and divisions, the Local Government Division made an expenditure of Tk 48.08 billion (22.67 per cent) during this period, followed by Power Division with an expenditure of Tk 80.83 billion (35.95 per cent), Road Transport and Highways Division with Tk 32.49 billion (19.65 per cent), Ministry of Railways with an expenditure of Tk 10.29 billion (8.29 per cent), Bridges Division with an expenditure of Tk 4.08 billion (5.12 per cent), Ministry of Primary and Mass Education with Tk 3.84 billion (5.65 per cent), Ministry of Housing and Public Works with Tk 5.78 billion (9 per cent), Secondary and Higher Education Division with Tk 6.45 billion (11.35 per cent), Ministry of Health and Family Welfare with Tk 6.87 billion (9.32 per cent) and Ministry of Science and Technology with Tk 217.7 million (0.21 per cent).

During the July-October period, the Cabinet Division achieved the highest implementation rate of 40.14 per cent while the Bangladesh Public Service Commission is yet to open their account.

Earlier in May this year, The National Economic Council (NEC) approved a Tk 1533.31 billion original Annual Development Programme (ADP) for the current fiscal year (FY18) giving highest Tk 188.45 billion allocation for the Local Government Division.

A UNB report said the overall size of the ADP, including that of the organisations' self-financed projects, however reached Tk 1640.85 billion.

Out of the original ADP size, Tk 963.31 billion will come from the local sources while the remaining Tk 570 billion from the foreign sources in the form of project assistance.
