Finance Ministry engaging with different ministries to prepare revised ADP

The Finance Ministry has asked all ministries, divisions and departments to send information regarding project assistance allocation requirements of foreign-aided ongoing and sanctioned new projects with a view to formulating the Revised Annual Development Program (RADP) for the fiscal year 2024-2025.

It also asked to send information about upcoming ADP projections for fiscal years 2025-2026, and 2026-2027.

The ministry in a letter said that it has taken up the move for the Revised Annual Development Program (RADP) for the financial year 2024-2015 and the ADP projection for the financial year 2025-2026, 2026-27.

It mentioned that the Project assistance allocation will be determined in RADP for FY 2024-2025 based on the expenditure/implementation progress of all concerned Ministries/Departments/Recent Foreign Aided Projects from July 2024 to October 2024.

For this purpose, the Finance Ministry requested to send the hard copy of the allocation demand of all foreign-aided projects (ongoing and approved new projects) on an urgent basis.

For sending the information, it asked to follow the Allocation demand should be forwarded in line with remaining availability with financial implementation progress/accrual expenditure etc. Division of revenue/capital and DPA/RPA of the project support portion of project expenditure as per DPP/TAPP as per requirement.

And dispatch the allotment demand taking into account the remaining availability of the respective divisions;

It said that no new project allocation shall be incorporated without administrative approval;

The Finance Ministry asked to put special caution and rationale to be adopted while sending the projections for the financial years 2025-2026 and 2026-2027.

In case of an extension of any project period or increase in project cost, a copy of the concerned GO should be sent, the Finance Ministry said.

The Awami League government had approved the Annual Development Programme (ADP) for the fiscal year of 2024-2025 with an outlay of Tk 2650 billion (Tk 265,000 crores).

The transport and communication sector got the highest allocation of Tk 706.87 billion (Tk 70,687.75 crore) (26. 67%) in the ADP.

Besides, it approved some Tk 132.88 billion (Tk 13,288.91-crore) ADP of the autonomous bodies or corporations.

Among the Tk 2650 billion (Tk 265,000 crores), Tk 1650 billion (Tk 165,000 crore) will be financed from domestic sources, while the rest Tk 1000 billion (Tk 100,000 crore) from foreign sources.

In the ADP, the total number of projects is 1,321 including 1,133 investment projects, 21 survey projects, 87 technical assistance projects and 80 projects from the autonomous bodies and corporations.

Out of the Tk 132.88 billion (Tk 13,288.91-crore) ADP of the autonomous bodies or corporations, Tk 116.98 billion (Tk 11,698.96 crore) will be mobilized from internal resources, while the remaining Tk 15.89 billion (Tk 1,589.95 crore) from foreign sources.

So, with the Tk 132.88 billion (Tk 13,288.91 crore) ADP for autonomous bodies or corporations, the total size of ADP for 2024-2025 stands at Tk 2782.88 (Tk 278,288.91 crore).

Among the top 10 sectors in terms of allocation, the power and energy sector received the 2nd highest allocation of around Tk 407.52 billion (Tk 40,752 crore) (15.38pc) followed by education sector with Tk 315.29 billion (Tk 31,529 crore) (11.36pc), housing community facilities with Tk 248.68 billion (Tk 24,868 crore) (9.38pc), health sector with Tk 206.83 billion (Tk 20,683 crore) (7.80pc), local government and rural development with Tk 179.86 (Tk 17,986 crore) (6.79pc), agriculture sector with Tk 132.20 billion (13,220 crore) (4.99pc), environment, climate change and water resources with Tk 110.89 billion (Tk 11,089 crore) (4.18pc), industry and economic services with Tk 64.92 billion (Tk 6,492 crore) (2.45pc) and science and information technology sector with Tk 47.86 billion (Tk 4,786 crore) (1.25pc).

The total allocation against the top 10 sectors is some Tk 2420.93 billion (Tk 242,093 crore) (90.25pc of the total ADP).

According to the new ADP for FY25, the top 10 ministries and divisions by allocation are Local Government Division with some Tk 388.09 billion (Tk 38,809 crore) (15pc of allocation), Road Transport and Highways Division with Tk 320.42 billion (Tk 32,042 crore) (12.39pc), Power Division with Tk 291.77 billion (Tk 29,177 crore) (11.28pc), Primary and Mass Education Ministry with Tk 161.36 billion (Tk 16,136 crore) (6.24pc), Health Services Division with Tk 137.41 billion (Tk 13,741 crore) (5.31pc ), Railways Ministry with Tk 137.26 billion (Tk 13,726 crore) (5.31pc), Science and Technology Ministry with Tk 128.87 billion (Tk 12,887 crore) (4.98pc), Secondary and Higher Education Division with Tk 113.88 billion (Tk 11,388 crore) (4.40pc), Shipping Ministry with Tk 103.73 billion (Tk 10,373 crore) (4.01pc) and Water Resources Ministry with Tk 86.87 billion (Tk 8,687 crore) (3.36pc).

The total allocation against the 10 ministries or divisions is around Tk 1869.65 billion (Tk 186,965 crore), which is some 72 per cent of the overall ADP outlay.
