60pc of Women-Owned Enterprises prefer simpler procurement methods, survey finds

About 90 per cent of surveyed Women-Owned Enterprises (WoEs) are participating in public procurement, with 60 per cent preferring the simpler Request for Quotation (RFQ) method, according to a recent survey.
The findings of the survey were presented at a policy dialogue on Bangladesh’s Sustainable Public Procurement (SPP) Policy by Ferdaus Ara Begum, CEO of Business Initiative Leading Development (BUILD), at a city hotel on Thursday.
The study also found that only 30 per cent of WoEs use the more complex Open Tendering Method (OTM), and many remain unaware of key policies—60 per cent of WoEs and 15 per cent of procuring entities lack awareness of Sustainable Public Procurement (SPP) policies.
BUILD, in collaboration with the International Trade Centre (ITC)’s She Trades Initiative and the Bangladesh Public Procurement Authority (BPPA) with support from the UK Foreign, Commonwealth and Development Office (FCDO), convened a survey on Sustainable Public Procurement (SPP) Policy to identify policy implementation challenges and opportunities.
The event was addressed by Mirza Ashfaqur Rahman, CEO of BPPA.
Ma Diyina Gem Arbo, policy lead, SheTrades initiative, in her presentation has highlighted a gender-responsive monitoring and evaluation framework with a standard definition of women-owned business.
This timely dialogue brought together key stakeholders from the government, women-owned enterprises (WOEs), development partners, and public procurement entities to reflect on the progress, challenges, and future direction of implementing the SPP Policy.
