Role: Team Leader (NEET EARN Project)
Job Responsibilities:
Leadership in Program Planning and Action Management:
- Develop, manage, and lead program-related strategic liaison with the Government, development partners, and internal consortium partners.
- Lead the development of high-quality programming, annual plans, and budgeting processes.
- Conduct comprehensive and strategic project reviews regularly to derive actionable insights, elevating the overall effectiveness of implementation strategies.
- Ensure that all activities conform to the terms and conditions of the donor agreement and meet the expected technical quality standards and the strategic objective and results of the program accomplished within time.
Program Quality:
- Ensure that an effective monitoring system is in place for achieving program targets and sound financial management, demonstrating value for money to the donor.
- Oversee the design, monitoring, evaluation, and learning of the project under M&E requirements set out in the contract.
- Utilize project-generated information proactively in strategic discussions with donors and external stakeholders, driving impactful and strategic strategies.
Grant and Budget Management:
- Strategically monitor project budgets, ensuring clear financial allocations and strategic adjustments.
- Implement transparent and strategic financial practices, providing stakeholders with insightful and actionable strategic perspectives on budget utilization.
Partner Management responsibilities:
- Establish and strategically manage effective communication channels between consortium members, organizations, and implementing partners.
- Maintain strong working relationships with government officials, Ministries, Development Partners, as well as divisional and district-level authorities.
Strategic People/Team Management:
- Foster a collaborative and inclusive team culture driven by strategic vision and values, promoting actionable and strategic collaboration.
- Conduct high-level team meetings to share strategic updates, address concerns, and encourage strategic feedback.
- Provide ongoing strategic training and professional development opportunities for team members.
- Recognize and strategically reward team achievements to boost morale and motivation.
Report Writing, Data Analysis, and Knowledge Management:
- Ensure timely, accurate, and user-friendly high-quality reporting on services provided under the contract.
- Analyze data for decision-making and participation, translating findings into actionable insights for program improvement.
- Disseminate strategic research outcomes and lessons learned through various channels for organizational and sector-wide strategic benefit.
- Design and commission studies/evaluations that yield strategic insights and contribute to the project's strategic knowledge. Ensure planning and conduction of periodical assessments and evaluations to measure the effectiveness and impact of project interventions, generate continuous learning and adaptive project management based on findings.
Humanitarian Action:
- Lead strategic collaboration with local communities and relevant stakeholders to ensure swift and impactful responses to humanitarian needs.
- Integrate strategic community-centric approaches into the project's humanitarian strategies, emphasizing cultural sensitivity, inclusivity, and strategic crisis response.
Requirements:
- Master's Degree in sociology, social work, Business studies, anthropology, development studies, or other relevant disciplines.
- Strong project management skills with a demonstrated track record of successful project delivery.
- Minimum 15 years of general experience in the field of Youth skills development and workforce engagement programs.
- Minimum 10 years experience as a Team Leader/Project Director.
- Demonstrated knowledge and experience in managing gender-transformative programs/programs.
- Demonstrated capacity for budget management ranging from 10 to 23 million euros, with a track record of resource allocation, expenditure management, and financial accountability in complex project settings.
- Experience in managing payment by results projects, demonstrating proficiency in outcome-focused project management, including monitoring and evaluation for efficient resource utilization.
- Strong skills and experience in maintaining good working relationships with government officials, Ministries, Development Partners, as well as divisional and district-level authorities.
- Familiarity with the local languages of beneficiaries will be an added advantage for the Team Leader role.
- Willingness to work in any division across Bangladesh, adapting to local contexts and effectively collaborating with diverse stakeholders to achieve project objectives and promote community engagement.
- Excellent communication skills and fluency in written and spoken English are required.
- Ability to manage agreements and all required programmatic and financial reporting requirements, including sub-grants management.
- Ability to monitor and assess the performance of self, project team, consortium partners, and other individuals and/or organizations to make improvements or take corrective action.
- Strong sense of accountability for project outcomes and experience in monitoring progress against key indicators.
- Proven ability to identify and mitigate project risks, along with the development of comprehensive contingency plans.
- Proficiency in standard office software applications.
- Familiarity with project management tools and software for efficient resource allocation and reporting.
