Chief Justice (CJ) Syed Refaat Ahmed has highlighted the importance of global cooperation in developing regulatory impact assessments (RIAs) for responsible use of technology.
He said, "The rapid evolution of technology has undeniably reshaped modern society, with profound implications for legal and regulatory systems. As the world undergoes unprecedented change, we are confronted with new and complex problems that demand urgent attention.
"Government intervention, whether through policies or legislation, has become essential to address these challenges effectively."
Justice Ahmed was addressing the 'World Regulatory Forum' of the Global Government Summit 2025 in Dubai, an engaging session on the future of regulation and technological adaptation, as a keynote speaker.
He also emphasised the importance of designing modern regulatory mechanisms that are agile, inclusive, and able to respond to the complexities of an ever-evolving technological landscape.
In particular, he highlighted how AI has transformed sectors like healthcare, education, finance, and governance, while also raising significant ethical, legal, and regulatory challenges.
He remarked that AI's global impact necessitates a harmonised regulatory approach that transcends national boundaries.
His speech focused on the challenges and opportunities posed by emerging technologies like Artificial Intelligence (AI) and the critical role of RIAs and global collaboration in shaping adaptive legal frameworks in this regard.
