DNCC CEO transferred amid dispute over Gabtoli cattle market lease

Abu Saeed Md. Kamruzzaman, Chief Executive Officer (CEO) of Dhaka North City Corporation (DNCC), has been removed from his position and reassigned as Director General of the Haor and Wetland Development Department under the Ministry of Water Resources.

The transfer was made official through a circular issued by the Ministry of Public Administration on Monday, according to local media.

Kamruzzaman had assumed office as CEO of DNCC on 18 February and served in the role for just over three months.

Sources within the city corporation suggest that Kamruzzaman’s removal follows a series of disputes with DNCC Administrator Mohammad Ejaz, particularly over administrative decisions and the lease process for the Gabtoli cattle market—DNCC’s only permanent livestock market.

This transfer comes on the heels of similar reassignments in April when DNCC’s Chief Property Officer Md. Nuruzzaman and Chief Revenue Officer Md. Moniruzzaman were removed from their positions on the same day. Nuruzzaman was made Director at the Insurance Development and Regulatory Authority, while Moniruzzaman was transferred to the Ministry of Labour and Employment as a Deputy Secretary.

Officials claim that tensions between Kamruzzaman and Administrator Ejaz intensified over disagreements about the Gabtoli lease. Kamruzzaman chaired the tender evaluation committee, which on 7 April recommended awarding the lease to the highest bidder, Messrs Arat Motors.

However, Administrator Ejaz rejected this recommendation, citing procedural flaws, and decided instead to manage the market under direct government control (khass collection).
