Mutation imperative if any partner wants to pay LD Tax: Land minister

Land Minister Narayan Chandra Chanda has said if a plot listed in the Record of Rights consists of both vested property and privately owned land, the portion designated as privately owned will undergo mutation.
He also said that the regular land development tax would be collected accordingly.
The minister said this while talking to reporters after addressing the deputy commissioners at the DC Conference 2024 held in the Osmani Memorial Auditorium in Dhaka on Wednesday.
He spoke as the chief guest at the working session of the Land Ministry.
Mr Chanda informed reporters that if there are multiple heirs or partners of land, and if any of them wishes to pay land development taxes separately, they must have their share mutated through 'Jomavag'.
If other partners object to this, assistance from the civil court can be sought if necessary, he said.
The minister emphasised that the partial land development tax collection without mutation could lead to various complications.
He stated that for cancelled 'Kha' schedule properties whose ownership has been proven in favour of the applicant through court or with valid proofs and documents, the ownership of those properties will be transferred in favour of the applicant by correcting the record of those properties.
Additionally, measures will be taken to accrue cancelled 'Kha' schedule properties for which no claimant to ownership exists under 'Khas'.
Meanwhile, the minister directed the deputy commissioners (DCs) at the working session to implement a zero-tolerance policy against corruption in their respective jurisdictions.
Cabinet Secretary Md Mahbub Hossain chaired the session while Land Secretary Md Khalilur Rahman and senior officials of the Cabinet Division, Ministry of Land, and its departments were present.
The minister informed the deputy commissioners that the drafting of the rules for the Land Crime Prevention and Redress Act is at the final stage and the rules would be issued within a month.
Additionally, he mentioned that efforts are underway to governmentalise scheduled 'Ka' properties.
The land secretary informed the deputy commissioners that the work of drafting rules related to three new land-related laws is currently in progress.
It is to be noted that the Deputy Commissioner as a Collector is the designated officer at the district level to provide all related services, including land revenue and land management, except for land registration and land survey.
The minister also mentioned that another circular has been issued regarding this matter.
Additionally, he stated that implementing the Bangladesh Digital Survey and establishing nationwide registration-mutation interconnection would significantly reduce land-related issues and harassment.
