The High Court has issued a rule upon the concerned bodies to explain as to why the respondents should not be directed to give Election Commission (EC) registration to the Gono Odhikar Parishad led by Dr Reza Kibria as a political party.

The High Court bench of Justice K M Kamrul Kader and Justice Khizir Hayat passed the order on Monday after hearing a writ petition filed by Dr Reza Kibria.

Election Commission and other respondents have been asked to comply with the rule within four weeks, said lawyer Aklas Uddin Bhuiyan who appeared in the hearing on behalf of the writ petitioner.

Earlier on November 13, Dr Reza Kibria, Convener of a fraction of the Gono Odhikar Parishad, filed the writ petition challenging the legality of the Election Commission decision not to give its registration to the Gono Odhikar Parishad.

A letter signed by EC Deputy Secretary Md Abdul Halim Khan to Dr Reza Kibria on 29 August, states that Gono Odhikar Parishad will not be given registration since it does meet the required conditions.

“In the investigation report sent by the field-level officials and high-powered committee, it has been found that the conditions of the central and district levels of Gono Odhikar Parishad have been formed.

However, after verifying the 141 upazila/thana level data provided by the party, only 63 were found to be correct. The information on remaining 78 upazila/thana offices and about having the prescribed number of voter members i.e. the information about fulfilling the conditions of registration were not found correct,” it read.

“The party was not considered registrable by the EC as the conditions of registration were not properly fulfilled by the party. In such a situation, according to sub-Section (6) of Rule-7 of the Political Party Registration Rules, 2008, the Election Commission has disallowed the application of the Gono Odhikar Parishad,” the letter also read.

Meanwhile, Nurul Haque Nur led fraction of the Gono Odhikar Parishad is also trying to get EC registration for the party.
