The government is formulating three new laws and regulations aimed at protecting investors and streamlining regulatory processes.
Finance Minister Amir Khosru Mahmud Chowdhury disclosed this in parliament on Monday while replying to a written question from Noakhali-5 MP Mohammad Fakhrul Islam.
At the core of the reform agenda are three major legal instruments slated for implementation between 2025 and 2026.
The proposed BSEC Act 2025 will replace existing laws by merging the 1969 ordinance and the 1993 act. The Capital Market Stabilization Fund Act 2026 will ensure proper management of undistributed dividends and shares, while the Whistleblower Protection Regulation 2026 will safeguard individuals reporting market irregularities, the finance minister said.
He also said amendments to the corporate governance framework are being finalised under the Corporate Governance Rules 2026 to strengthen accountability in listed companies.
Beyond legal reforms, the government has mapped out a broader strategy to deepen the market. This includes bringing fundamentally strong private firms, as well as state-owned enterprises, to the bourses to expand market depth.
A range of new financial products is also in the pipeline, including a stronger bond market, exchange-traded funds (ETFs), Islamic bonds, green bonds, and both commodity and financial derivatives.
To improve market discipline, enforcement and investigation activities will be intensified, while full digitalisation is planned to curb manipulation and ensure easier access for investors at home and abroad.
The government is also placing emphasis on investor education, with plans to integrate investment literacy into academic curricula and roll out nationwide training programmes for young entrepreneurs. A fortnightly television programme on BTV and expanded social media outreach will support awareness-building efforts.
The finance minister also expressed hope that the coordinated reforms will restore confidence and establish the capital market as a sustainable pillar of the country's economic growth.
