Govt appoints BGBA administrator for six months

The government has appointed an administrator at the Bangladesh Garment Buying House Association (BGBA) for six months for not holding an election for a new executive committee in due time.

According to an office order issued on July 22, commerce ministry appointed joint secretary Nahid Afroz as the administrator.

His appointment took effect from the date of issuance in accordance with section 17 of the Trade Organisations Act-2022 for a fair and acceptable election.

The administrator will complete the election of the executive committee and administer daily activities of the BGBA within the prescribed time and hand over the responsibilities to the elected representatives and notify the ministry, reads the office order.

The BGBA is a licensed organisation. As per the Trade Organisations Act-2022, the Trade Organisations Rules-1994, the association's memorandum and rules, it is obliged to form a full executive committee through an election within the prescribed time.

Since 2015, according to the order, the BGBA did not submit any information of holding election, annual general meeting, annual report of the executive committee or audit report.

Earlier in 2015, a writ petition was filed by BGBA president Kazi Iftekhar Hossain against the order of appointment of an administrator based on a memorandum issued by the ministry on 27 April 2015 to conduct an election for the 2015-2017 term.

When contacted, he said, "We've welcomed the commerce ministry's move to appoint an administrator at the BGBA as we want to elect a new executive committee for the betterment of the association."
