Govt ministries, depts asked to comply with rules of business

The government has instructed its ministries and agencies to conduct activities as per the rules of business as the offices operate breaching the existing rules, sources said.

They said the offices have also been instructed to submit proposals for modernising or updating the organisational structures within March 31 next.

When contacted, under the public administration said

"We have requested the ministries and departments to conduct their activities as per Rules of Business, 1996," said a senior official at the Ministry of Public Administration (MoPA).

He said they have also been requested to take initiative to send their respective modernisation proposals.

The activities of the organisations and management departments are conducted according to Rule-12 of the Rules of Business, 1996 and Allocation of Business among the Different Ministries and Divisions (Schedule 1 of the Rules of Business, 1996).

It is observed that different ministries and departments are conducting activities violating the Rules of Business, 1996.

These include recruitment of manpower without creation of posts, and completion of all steps of creation of posts including without submission of proposals for post creation/conservation, purchase of vehicles without Table of Organisation and Equipment (TO&E), and use of vehicles without depositing them in the Central Transport Pool after completion of the project.

The MoPA considers that this practice causes various structural disturbances.
