Land services to get better with app launch: Ministry

The public land services are expected to get much better with the online application launched last week.

It would allow the landowners to get the record of rights (RoR) and map through the apps, officials at the Ministry of Land said.

The app would facilitate the land owners to pay all types of fees including the RoR (khatian/porcha) application, land development (LD) fees, and e-registration through mobile financial services (MFS), land secretary Mustafizur Rahman told the FE on Saturday.

He said the landowners will get the services without going to the land offices.

When a customer would apply for the land RoR or maps through digital services from their phone or computer, they can get the documents at their door steps, he added.

The postal department would hand it over to the customers at their home through the postal services, said the land secretary.

The ministry has also set up a call centre which the customers can use for applying to receive the land RoR and maps through their ordinary phone sets instead of smart phone sets.

"The land owners can also get the service just by calling at 16122. The hotline operator will apply on behalf of the customers. The application process will take only 4 minutes."

Anyone can apply for Khatian or Mouza Map within 4 minutes by calling at 16122. Anyone can pay the fees immediately. Land development tax can also be paid in the same way, said a senior official.

Fees can be paid through digital financial services such as Nagad, Rocket, bKash and Upay or by any debit or credit card, he added.

In addition to calling at 16122, landowners can also apply in person by visiting the land service web platform (www.land.gov.bd ), or by Bhumi-Seba land service mobile app or with the help of the union land office.

"After completing the application, the applicant will get an ID and delivery date through an SMS after payment of the fees by MFS. On the specified date, the representative of Bangladesh postal department will deliver the RoR or map to the address of the applicant," said the official.

He said any citizen can view RoR from any place in the virtual record room. Besides, he can get a certified copy of the land documents from the counter paying Tk 50, and at their doorsteps paying an additional Tk 40 as the fees.

Land secretary Mustafizur Rahman said that they already brought the land services under a digital platform (like e-porcha, e-registration, LD tax system, and virtual hearing) in the last 2-3 years.

The digitalisation would help reduce corruption and make the government more accountable to the people, he said.

In addition, citizens now have the opportunity to deposit fees directly to the government exchequer through MFS and collect duplicate carbon receipts (DCR) online without going to land offices.

This will significantly reduce the cost and sufferings of the people, the secretary said.
