Role: Social Development Officer

Responsibilities

Strategy and Planning

  • Assists in the formulation and update of the Country Partnership Strategy

(CPS) by contributing to preparing and or updating the Gender Equality and Social Inclusion (GESI) Diagnostic of Selected Sectors; and by providing inputs to other relevant documents e.g., Inclusive and Sustainable Growth Assessment, mid-term CPS Review, and annual updates.

  • Contributes to country programming activities by identifying opportunities for GESI mainstreaming in operational strategies to be reflected in country programming documents and Indicative Country Pipeline and Monitoring

Reports, among others.

  • Keeps ADB updated on key GESI issues and initiatives of the Government of Bangladesh that would inform of ADB strategies and interventions.
  • Prepares background and issues papers on policy reforms on GESI-related aspects across all sectors of ADB operations.
  • Participates in the country portfolio and performance reviews and identifies

GESI mainstreaming concerns.

  • Project Preparation, Implementation and Administration As part of the BRM GESI Team, supports the mainstreaming of GESI in the preparation, implementation, and administration of assigned loans, grants, and TAs; and engaging pro-actively and independently with BRM staff, SARD sector divisions, the Office of the Director General (SAOD), SDCC, and other
  • relevant HQ Departments/units, government agencies, civil society organizations (COs) and development partners to ensure adequate visibility of GESI in SARD pipeline and portfolio of operations. This will involve:
  • Promoting gender equality and women's empowerment in Bangladesh operations not only in support of stand-alone Sustainable Development Goal
  • (SDG) 5. but also in the mainstreaming of gender-related targets and performance indicators across the other SDGs.
  • Contributing to the implementation of Strategy 2030 Operational Plan for Priority 2 (OP2): Accelerating Gender Equality (and OP2's intersection with Operational Plan for Priority 1: Addressing Remaining Poverty and Reducing Inequalities ) in Bangladesh operations, with a focus on OP2's five strategic pillars: economic empowerment, human development, decision-making and leadership, time poverty reduction, and resilience to external shocks.
  • Ensuring adequate incorporation of consultation and participation (C&P) approaches and the role of civil society in the design of designated ADB operations.
  • Providing quality GESI inputs in loan projects and programs across all sectors, with emphasis on summary of poverty reduction and social strategy (SPRSSs), GESI analysis and evidence-based gender action plans (GAPs) or GESI action plans (GESI-APs) informed by SMART indicators, and relevant sections of the RRP and Project Administration Manuals (PAMs), and inputs to project mission report, including Aide Memoires and Back-To-Office Reports (BTORs).
  • Monitoring the implementation of GAPs/GESI-APs in-country operations and drafting relevant sections of the project and TA completion reports (PCRs/TCRs), incl. GAP/GESI-AP implementation matrix and narrative in the PCR appendix.
  • Identifying issues requiring remedial actions and addressing them through interactions with EAs/|As, contractors, consultants, and project beneficiaries.
  • Contributes to developing and administering stand-alone or attached GESI-related grants and TAs to enhance GESI results and impacts of SARD operations.
  • Knowledge Sharing and Capacity Development
  • Contributes to GESI thematic work in Bangladesh by assisting in research, updating information, analyzing financial, institutional, or economic data, and preparing relevant reports.
  • Supports the identification, conceptualization, development, and review of high-quality and in-depth knowledge products relating to GESI.
  • Contributes to developing GESI capacities of ADB's EAs/IAs by conducting training and capacity development activities -based on the SARD Training Manual and Modules- for government officials and project staff.
  • Participates in and contributes to internal and external training and conferences on gender equality and supports activities on advocacy, dissemination, and knowledge sharing.
  • Coordinates SDTC-GEN and 'One-ADB' gender-related TA implementation in Bangladesh as appropriate.
  • Other Support
  • Coordinates BRM inputs to SARD GESI Tracking System, including regular updates to Management.
  • Coordinates and participates in BRM or joint departmental missions, if required.
  • Performs other duties as assigned as reflected in the incumbent's work plan

Requirements

  • Bachelor's degree in social sciences (e.g., sociology, anthropology), social and/or economic development, gender and development, public policy, or related fields, with demonstrated professional, field, and operational experience in adapting GESI concepts to operations. Preferably with advanced training.
  • At least 8 years of relevant professional experience in project management and implementation in sectors relevant to ADB operations.
  • Experience and knowledge of stages of the project cycle (project planning, feasibility analysis, detailed design, project implementation and completion, construction supervision and contract management).
  • A good understanding of ADB's guidelines and policies and programs the Government of Bangladesh on gender equality, women's empowerment and social inclusion is critical.
  • Effective technical report-writing and oral communication skills in English, with the ability to communicate in Bangla, are essential.
  • Demonstrated ability to engage effectively with counterpart governments and a range of multilateral and bilateral donors.
  • Solid analytical, organizational, and negotiation skills.
  • Strong planning and organizing skills to handle a multitude of tasks within given time frames
  • Strong leadership qualities and interpersonal skills.
