Job Responsibilities:

  • USAID/Bangladesh seeks a dynamic individual to serve as a Development Program Specialist (Learning & Innovation Lead) in the Office of Population, Health, and Nutrition (OPHN). The Specialist must be a seasoned Cooperating Country National (CCN) with strong leadership, organizational, technical, writing/editing and interpersonal skills. The Development Program Specialist will work closely with Office leadership to address cross-cutting issues and apply innovative health system-strengthening solutions to USAID/Bangladesh health programming. The Specialist will serve as a key Learning and Innovation Team member to ensure that the Mission has the necessary strategic, technical, and management expertise to handle and successfully implement innovative health programs and activities in the Health portfolio. The Learning and Innovation Team serves as a “think-tank” type unit to bring in new ideas, foster strategic partnerships and increase the use of new innovative financing tools and technology across the portfolio, and identifies opportunities to address cross-cutting priorities, such as climate change, air pollution, and urbanization.
  • The Development Program Specialist will liaise closely with high-level Government of Bangladesh officials, bilateral donors, UN organizations, NGOs, and other pertinent agencies and organizations and should have broad experience working with the Ministry of Health and Family Welfare, professional associations, the private sector, and civil society. S/he will also work with financial institutions, impact investors, diaspora, philanthropists and the corporate sector to broker new partnerships. Additionally, s/he will serve as a Contracting Officer’s Representative/Agreement Officer’s Representative (COR/AOR) and/or Activity Manager on program/project/activities and monitors program performance and progress, identifies implementation achievements as well as problems in performance, and initiates appropriate actions in consultation with other OPHNE staff, and/or the Deputy and Office Director, as appropriate.
  • The job holder reports to the Health Office Deputy Director, or designee and play a mentorship role for the entire Health Office in applying innovations to improve health system performance (please see details on the webpage)

Requirements

  • Master’s degree or local equivalent from an accredited program in Public Health, International Development, Health, Social or Behavioral Sciences, Epidemiology, Biology, Infectious Disease, Medicine, Pharmacy, Nursing, or Nutrition is required.
  • Experience Requirements: At least 7 year(s)
  • Additional Requirements: Age 30 to 60 years
  • A minimum of seven (7) years of progressively responsible experience in programming to support health systems strengthening. Prior experience working with or for bilateral or multilateral donors/ stakeholders such as the World Bank, the Global Fund, UN agencies, or national-level public or private sector projects is required.

Salary: Tk. 364223 - 660343 (Monthly)
