The government has set the Annual Development Programme (ADP) outlay at Tk 2650 billion for the next fiscal year (FY25) putting the highest allocation in the transport and communication sector.
“For the upcoming FY 2024-25, the budget size has been estimated to be Tk 7970 billion, which is 14.2 per cent of the GDP. A total of Tk 5320 billion is proposed to be allocated for other expenditures including operating expenditure and Tk 2650 billion is proposed to be allocated for the Annual Development Program,” said Finance Minister AH Mahmood Ali while placing the budget for FY25 at Jatiya Sangsad Bhaban on Thursday, reports BSS.
Earlier on May 16, the National Economic Council (NEC) approved a Tk 2.65 trillion ADP for the next fiscal year (FY25), putting the highest allocation of Tk 706.88 billion (26.67%) in the transport and communication sector.
The approval came from the meeting of the National Economic Council (NEC) with its Chairperson and Prime Minister Sheikh Hasina in the chair at the NEC Conference Room in the city’s Sher-e-Bangla Nagar area.
Of the total ADP outlay of Tk 2650 billion, Tk 1650 billion will come from local sources and Tk 1 trillion from foreign sources.
The original ADP size for the outgoing fiscal year (FY24) was Tk 2.63 trillion.
Apart from the original ADP outlay of Tk 2650 billion, the NEC meeting also approved an allocation of Tk 132.8891 billion for autonomous bodies and corporations as their ADP for the next fiscal year (FY25).
Out of the amount, Tk 116.9896 billion will come from local sources, while Tk 15.8995 billion will come from foreign sources.
Considering the allocation against the autonomous bodies and corporations, the overall ADP size reached Tk 2782.8891 billion for the next fiscal year.
The fresh ADP features 1,321 projects, including 1,133 investment projects, 21 feasibility projects, 87 technical assistance projects, and some 80 projects, to be implemented by the autonomous bodies and corporations.
The new ADP includes some 1,225 fresh projects, 80 of those are PPP projects and 300 projects to be implemented from the climate change trust fund.
Considering some 22 more projects that are nearing completion, a record number of 356 projects would be completed by June 30 of this fiscal year.
The highest allocated 10 sectors in the ADP for the next fiscal year (FY25) are: Transport and Communication Sector with an allocation of Tk 706.8775 billion (26.67%), Power and energy sector with Tk 407.5186 billion (15.38%), Education sector with Tk 315.2860 billion (11.36%), Housing and Community Facilities Sector with Tk 248.6803 billion (9.38%), Health Sector with Tk 206.8288 billion (7.80%), Local government and rural development sector with Tk 179.8621 billion (6.79%), Agriculture Sector with Tk 132.1959 billion (4.99%), Environment, climate change and water resources sector with Tk 110.8943 billion (4.18%), Industry and Economic services sector with Tk 64.9218 billion (2.45%), and Science and ICT Sector with Tk 47.8692 billion (1.25%).
These 10 sectors witnessed an allocation of Tk 2420.9345 billion, which is 90.25 per cent of the overall allocation.
On the other hand, the highest allocated 10 ministries and Divisions are: Local Government Division with Tk 388.0888 billion (15%), Road Transport and Highways Division with Tk 320.4243 billion (12.39%), Power Division with Tk 291.7670 billion (11.28%), Primary and Mass Education with Tk 161.3552 billion (6.24%), Health Services Division with Tk 137.4133 billion (5.31%), Ministry of Railways with Tk 137.2564 billion (5.31 %), Ministry of Science and Technology with Tk 128.8670 billion (4.98%), Secondary and Higher Education Division with Tk 113.8769 billion (4.40%), Ministry of Shipping with Tk 103.7345 billion (4.01%) and Ministry of Water Resources with Tk 86.8709 billion (3.36%).
These 10 highest allocated ministries and divisions witnessed an overall allocation of Tk 1869.6543 billion or 71.88 per cent of the overall ADP allocation against ministries and divisions.
