USAID Trade Activity hosts validation workshop on practical demonstration of e-advance ruling system

In a significant stride towards modernising and streamlining customs procedures, USAID–funded Feed the Future Bangladesh Trade Activity organised a validation workshop on the E-Advance Ruling System at The Westin, Dhaka on Monday.

The event marks a crucial step in the implementation of the newly enacted Customs Act 2023, which aligns with international standards such as the Revised Kyoto Convention and the World Trade Organization Trade Facilitation Agreement (WTO TFA), according to a press release.

The workshop was graced by Md Masud Sadiq, Member (Grade-1) of Customs Policy and ICT, who officiated as the Chief Guest. In his opening remarks, Mr. Sadiq emphasised the transformative potential of the E-Advance Ruling System in enhancing trade facilitation, ensuring greater transparency, and expediting customs procedures.

"Today's demonstration is a testament to our commitment to adopting cutting-edge technologies and best practices in customs administration," said Mr Sadiq. "The E-Advance Ruling System will significantly reduce uncertainties for traders, enabling pre-arrival processing and post-clearance audits, thus fostering a more efficient and predictable trade environment."

The workshop provided an in-depth overview of the E-Advance Ruling System, showcasing its functionality, user interface, and benefits to stakeholders including customs officers, clearing agents, and trade bodies. The system is designed to allow traders to obtain advance rulings on tariff classification, customs valuation, and rules of origin prior to the importation of goods, thereby facilitating smoother and faster customs clearance.

The E-Advance Ruling System is expected to be a cornerstone in the modernization of Bangladesh's customs procedures, promoting efficiency and compliance in line with global trade facilitation standards. The NBR remains dedicated to continuous improvement and stakeholder engagement to realize the full benefits of the Customs Act 2023.

The USAID-funded Feed the Future Bangladesh Trade Activity supports the Government of Bangladesh to bolster economic growth and food security by improving trade facilitation, enhancing market access, and improving the business enabling market. The Feed the Future Bangladesh Trade Activity provides technical assistance, training, institutional strengthening, and other direct support to the Government of Bangladesh and non-governmental partners. It also promotes greater collaboration among the government, private sector, and civil society organisations.
